Dual-Currency Model
Also known as Two Currency System, Dual Currency, GC/SC Model
By Abhinav VasudevanReviewed Editorial policy
In short
The dual-currency model uses two separate virtual currencies: one purchasable and non-redeemable, one free and redeemable for prizes. It is the legal mechanism that allows sweepstakes casinos to operate outside gambling law.
The dual-currency model is the whole architecture of sweepstakes gaming. Understanding it explains everything else about how these sites work.
The two currencies
| Gold Coins | Sweeps Coins | |
|---|---|---|
| Can be purchased | Yes | No |
| Obtainable free | Yes | Yes |
| Can be redeemed for cash | No | Yes |
| Legal character | Entertainment currency | Sweepstakes entry |
How the legal argument works
US gambling law generally requires consideration, chance and prize together. Remove consideration and the activity is a sweepstakes rather than gambling. The same legal category as a promotional prize draw run by a soft drinks brand.
The model removes consideration by separating the two:
- Money buys Gold Coins, which are pure entertainment and can never be cashed out. This is a purchase, not a wager
- Sweeps Coins arrive free alongside. As a bonus with a purchase, through daily logins, through promotions, or by postal request
- Only Sweeps Coins can be redeemed
The postal route is the load-bearing part. Because Sweeps Coins can always be obtained without spending anything, the argument is that nobody ever pays to enter the sweepstakes.
The practical reality
Almost nobody uses the postal route. The overwhelming majority of Sweeps Coins reach players bundled with Gold Coin purchases, and the bundles are priced so that the “free” Sweeps Coins are what players are actually buying.
That gap between the legal structure and the commercial reality is precisely what regulators and courts have begun to examine.
Where the model came from
The structure is not new. It derives from long-standing US sweepstakes law used by consumer brands for decades, and from earlier sweepstakes internet cafés in the 2000s, several of which were successfully prosecuted.
Its application to full casino-style gaming is recent, and the legal position remains genuinely uncertain rather than settled. Several states have moved against it and more legislation is pending.
What it means for players
You are playing real casino games with real money at stake and real prizes available. The consumer protections that come with a gaming licence, segregated funds, dispute resolution, mandated safer gambling tools, generally do not apply.
Common questions
Why do sweepstakes casinos use two currencies?
Because it separates payment from prize. Money buys Gold Coins, which can never be cashed out, while Sweeps Coins arrive free alongside and are the only redeemable currency. That removes the consideration element from the sweepstakes.
Is the dual-currency model a loophole?
It is a genuine legal structure derived from long-standing US sweepstakes law used by consumer brands for decades. The tension is that almost nobody uses the free postal route, so commercially most players are buying the free currency.
